William H. Congdon
Director, Office of General Counsel
William H. Congdon is director of the Office of General Counsel at the St. Johns River Water Management District, where he has worked since 1997.
Prior to his appointment as General Counsel, Congdon served as Deputy General Counsel at the District for 15 years. In that capacity, he was the lead attorney representing the District in federal court, state court, and in Florida’s Department of Administrative Hearings.
Congdon has been a member of the Florida Bar for more than 30 years. He received a bachelor’s degree in biological sciences from Duke University, a master’s degree in microbiology from the University of Florida (UF), and a juris doctorate degree with honors from UF.
Congdon has worked in both the public and private sectors. He began his legal career in private practice, where he practiced general civil law. He subsequently served as an Assistant State Attorney prosecuting criminal cases and as a Deputy General Counsel for the Florida Department of Environmental Protection.
In addition to his work as a litigator, Congdon has actively pursued mediation in resolution of issues outside of court, providing creative problem solving and alternative perspectives to issues.
