Regulatory Committee

21. Consideration: Approval of minutes for April 10, 2012, Regulatory Committee meeting.

22. Consideration: Approval of a 10-year compliance report with no change in allocation for Consumptive Use Permit 2-117-50965-2, City of Sanford Reuse System. The District proposes continued use of 9.56 million gallons per day (mgd) annual average of reclaimed water and 2.6 mgd annual average of surface water for reclaimed system supplementation. The application was submitted July 30, 2009; the proposed agency action was published on the District website April 14, 2012.

23. Consideration: Approval of a renewal with a 1054.2 million gallons per year (mgy) (42%) increase in allocation due to increased well capacity and increased irrigated acreage of Consumptive Use Permit 2-009-10678-6, Deer Park Ranch, Osceola and Brevard County, Florida. The District proposes an increased allocation to 9.834 mgd for seepage irrigation of 5,103 acres of pasture (9.145 mgd) and 280 acres of sod (0.652 mgd), watering of 3,040 head of livestock (0.036 mgd), and domestic household use (0.0002 mgd). The application was submitted April 13, 2007; the proposed agency action was published on the District website April 14, 2012.

24. Consideration: Approval of a 10-year compliance report with no change in allocation of Consumptive Use Permit 2-009-1708-7, South Florida Sod Farm, Brevard County, Florida. The District proposes continued use of 289.69 mgy of groundwater from the Floridan aquifer as a back-up supply to irrigate 280 acres of sod. The application was submitted Feb. 23, 2012; the proposed agency action was published on the District website April 14, 2012.

25. Consideration: Approval of a renewal with a 567.6 mgy (21%) decrease in allocation due to decrease in irrigated pasture acreage of Consumptive Use Permit 2-009-1932-2, Deseret Ranch Landfill, Brevard County, Florida. The District proposes a reduced allocation of 5.883 mgd of groundwater from the Floridan aquifer to irrigate 1,754 acres of pasture (5.835 mgd), and watering of 4,000 head of cattle (0.048 mgd). The application was submitted Aug. 10, 2007; the proposed agency action was published on the District website April 14, 2012.

26. Consideration: Approval of a renewal with a 2262.6 mgy (32%) increase in allocation due to an increase in acreage and an improved irrigation delivery system of Consumptive Use Permit 2-009-3426-3, Deseret Ranches Northern Tract, Osceola County, Florida. The District proposes to allocate the use of 8,148 mgy (22.32 mgd) of groundwater from the Floridan aquifer to irrigate 6,647 acres of pasture; 33.49 mgy (0.09 mgd) of groundwater to water 7,647 head of livestock; 352.0 mgy (0.96 mgd) of groundwater from the surficial aquifer to dewater and excavate fill and 352.0 mgy (0.96 mgd) of surface water to transfer within the Dallas Boulevard Borrow Pit through Feb. 14, 2017; 279.19 mgy (0.77 mgd) of groundwater from the surficial aquifer to dewater and excavate fill at the State Road 520 Borrow Pit through Feb. 14, 2017; 16.41 mgy (0.04 mgd) of groundwater from the Floridan and surficial aquifers for household use for 235 year-round residents, 30 employees, and 278,250 seasonal resident camp-days; 119.04 mgy (0.33 mgd) of surface water from the L-73 Canal for micro-spray irrigation of 230 acres of citrus; and 21.8 mgy (0.06 mgd) of surface water for freeze protection of citrus. The application was submitted May 19, 2010; the proposed agency action was published on the District website April 14, 2012.

27. Consideration: Approval of a modification with a 416.58 mgy (238.4%) increase in allocation, due to a change in dewatering methods from wet-dredging to dry-excavation mining, of Consumptive Use Permit 2-127-112330-2, Fire Tower Borrow Pit, Volusia County, Florida. The District proposes to authorize the use of 1.62 mgd average of combined storm water and groundwater from the surficial aquifer for dewatering to facilitate dry-excavation mining. The application was submitted Jan. 27, 2012; the proposed agency action was published on the District website March 17, 2012.

28. Withdrawn Icon Consideration: Approval of a 5-year compliance report with a 285.1 mgy (8.7%) decrease in allocation due to revised population, demand projections, and the addition of reclaimed water in 2014 at Breakaway Trails for Consumptive Use Permit 2-127-8932-14, City of Ormond Beach, Volusia County, Florida. The District proposes to allocate 2,985.3 mgy (8.179 mgd) of groundwater from the Floridan aquifer for household, commercial/industrial, landscape irrigation, water utility, unaccounted for, and essential type uses for a population of 56,890 in 2024; and 105.85 mgy (0.29 mgd) of surface water from onsite stormwater ponds at Breakaway Trails for landscape irrigation type use. The application was submitted Nov. 11, 2009; the proposed agency action was published on the District website April 21, 2012.

29. Consideration: Approval of a modification with a 642.0 mgy (1,107%) increase in allocation, due to an expansion and deepening of the mined area for Consumptive Use Permit 2-031-125638-2, New Borrow Pit at Trail Ridge, Duval County, Florida. The District proposes to authorize the use of up to 1.92 mgd, annual average, of re-circulated surface water for dewatering to facilitate excavation of cover material for 20 years. The application was submitted Nov. 2, 2011; the proposed agency action was published on the District website April 14, 2012.

30. Consideration: Approval of a 10-year compliance report, with no change in allocation of Consumptive Use Permit 2-061-9655-9, Premier Citrus LLC. The District proposes continued use of 0.52 mgd of groundwater from the Floridan aquifer to irrigate 1,710 acres of citrus. The application was submitted March 12, 2012; the proposed agency action was published on the District website April 28, 2012.
